The Incident Command Management System (ICMS) is

[a] subsystem of the Enhanced Consequence Management Planning and Support System (ENCOMPASS). ICMS computer software centers the collection and distribution of data among the Incident Commander at various levels, including the first responder, scene commander, operations center, and/or the state/national emergency center.[1]
