This testimony describes the nature and scope of the identity theft problem and the critical role that Social Security Numbers (SSNs) play both in creating and solving the problem. This testimony also summarizes the Commission's efforts to combat identity theft through its law enforcement actions against companies that failed to reasonably protect consumer data, its participation on the President's Identity Theft Task Force, and its extensive consumer and business education and outreach efforts.
