A hostile act is

[f]orce or other means used directly to attack the US, US forces, or other designated persons or property, to include critical cyber assets, systems or functions. It also includes force or other means to preclude or impede the mission and/or duties of US forces, including the recovery of US personnel or vital US Government property.[1]
