Overview Edit

HSPD-1 (also called Presidential Policy Directive 1) established the Homeland Security Council and a committee structure for developing, coordinating, and vetting homeland security policy among executive departments and agencies. The Directive (1) provided a mandate for the Homeland Security Council to ensure the coordination of all homeland security-related activities among executive departments and agencies, and (2) promoted the effective development and implementation of all homeland security policies.

The Homeland Security Council is responsible for arbitrating and coordinating any policy issues that may arise among the different departments and agencies covered by the NIPP.
