Hazard mitigation is

an ongoing effort to reduce the physical and social impact of future disasters. It includes interventions made in advance of disasters to prevent or reduce the impact. There are two major types of hazard mitigation: Structural mitigation . . . and Nonstructural mitigation.[1]
