Harmful interference

is [i]nterference which endangers the functioning of a radionavigation service or of other safety services or seriously degrades, obstructs, or repeatedly interrupts a service operating in accordance with [the ITU] Radio Regulations.[1]
occurs when two communication signals are either at the same frequencies or close to the same frequencies in the same vicinity, a situation that may lead to degradation of a device's operation or service.[2]
