Overview Edit

This memorandum specifies procedures for the handling and labeling of information that identifies U.S. persons when sharing such information with the Intelligence Community. This memorandum restricts the ability to share certain types of information afforded by the USA PATRIOT Act until there is enough information available to determine whether or not the subject of the intercepted information is a U.S. citizen.
