Functional requirements are

specific behavior (functions) or particular results of a system and its components, what the system is supposed to accomplish.[1]
[a] requirement that specifies a function that a system or system component must be able to perform.[2]
[t]he business, operational, and security features an organization wants included in a program.[3]
[c]haracteristics of the deliverable described in ordinary, non-technical language that is understandable to the customer. Customer plays a major, direct role in their development.[4]
