A freestanding GPS device refers to

items such as handheld devices or wearable devices used to track hikers, small devices used to track equipment or merchandise, or devices that could be placed inside or under a car, on a dog's collar, or on any object that someone wanted to track using GPS technology. Such devices could also be used to track a person's location, with or without that person's knowledge.[1]
