Definition[]

Free-to-air broadcasting is

broadcasting, either public service or commercial, of programmes which are accessible to the public without paying any specific fees (except licence fees and/or the basic tier subscription fees to a cable network). ‘Free to air’ television may cover transmission by cable, satellite and terrestrial technologies but excludes services to which access is limited by Conditional access systems such as Pay-TV Services.[1]
