Definition

Foundation data is

specific information on essential features that change rarely or slowly, such as point positioning data, topographic features, elevation data, geodetic information, and safety of navigation data.[1]
[g]eographic data at the foundation of government business: terrain (elevation) data, orthoimagery, and geodetic control.[2]
