The Chief Information Officers Council's Federal PKI Steering Committee (FPKISC) and the General Services Administration (GSA) have been the chief promoters of PKI technology in the federal government. They has made progress in promoting the adoption of PKI by individual agencies and in laying the groundwork for the future development of a broader government-wide PKI. The committee has developed a mechanism, called the Federal Bridge Certification Authority (FBCA), to connect disparate agency PKI applications into a broader system.
