Overview[]
In December 2014, Congress enacted the Federal Information Technology Acquisition Reform Act, that, among other things, requires OMB to develop standardized performance metrics, including cost savings, and to submit quarterly reports to Congress on cost savings.
The Act includes a provision for the Office of Management and Budget to require the Chief Information Officers (CIO) of covered agencies to certify that IT investments are adequately implementing incremental development. This development approach delivers capabilities more rapidly by dividing an investment into smaller parts. As a result, more agencies are now adopting an incremental, Agile, approach to software development.
The Act also strengthened the authority of a federal agency CIO.
