The White House, Executive Order 12863: President’s Foreign Intelligence Advisory Board, 58 Fed. Reg. 48441 (Sept. 13, 1993) (full-text), revoked on February 29, 2008 and replaced by Executive Order 13462.
This Executive Order established within the Executive Office of the President, the President's Foreign Intelligence Advisory Board (PFIAB). Their charge was to "assess the quality, quantity and adequacy of intelligence collection, of analysis and estimates, and of counterintelligence and other intelligence activities."
