The Emergency Communications Preparedness Center (ECPC) was created under the authority of Title XVIII of the Homeland Security Act of 2002, as amended in 2006, to serve as the focal point and clearinghouse for intergovernmental information on interoperable emergency communications. The ECPC is an interdepartmental organization, composed of 12 Federal departments and agencies, that assesses and coordinates Federal emergency communications operability and interoperability assurance efforts.

The ECPC is the focal point for interagency emergency communications efforts and seeks to minimize the duplication of similar activities within the Federal Government. It also acts as an information clearinghouse to promote operable and interoperable communications in an all-hazards environment.
