Disclosure means, with respect to personal information:
|“||[t]he release, transfer, provision of access to, or divulging of personally identifiable information in any manner, electronic, verbal, or in writing, to an individual, agency, or organization outside of the agency that collected.||”|
|“||the release, transfer, provision of, access to, or divulging in any other manner of information outside the entity holding the information.||”|
