The Asia-Pacific Economic Cooperation's Digital Divide Blueprint for Action is a tool for governments in addressing the IT knowledge gap among APEC economies. The Blueprint recognizes that economic benefits can flow from the uptake of information and communications technologies that the provision of basic services is a crucial first step and that human resource development is vital to help create more digital opportunities.

It provides structure and assists in the setting of priorities for policies and cooperative activities to expand access to information and communication networks.
