The development phase is

[t]he phase in which the computer-based system is constructed from the “blueprint” prepared in the Design Phase. Equipment is acquired and installed. All necessary procedures, manuals, and other documentation are completed. Personnel are trained, and the complete system is tested for operational readiness.[1]
