A data performance plan (DPP) is

[a]n organized and structured approach to the specification and collection of enterprise artifacts in support of COI objectives that operate in a common and shared fashion. Data performance planning collects, develops, and maintains these artifacts and is of primary interest to information system professionals charged with ensuring that information systems meet the needs of the COI. These artifacts are often referred to as "metadata."[1]
