Overview[]

The plan defined how the directorate identifies priorities, goals, objectives, and policy for coordinating the federal government’s civilian efforts to identify and develop scientific solutions and technological countermeasures to address a wide variety of terrorist and natural threats to the homeland.

The plan provided a high-level overview of the organization and process for coordination work across many disciplines and mission areas. Cybersecurity (including control systems) was included in one of the technical divisions (Command, Control, and Interoperability).
