Cyberspace-enabling information and communications technology (ICT) is

[h]ardware, software, and physical infrastructure that allows global access to and the smooth functioning of cyberspace. Cyberspace-enabling ICT includes, but is not limited to, domain name servers, cables, switches, routers, public key infrastructure, certificate authorities, data centers, and hardware and software that manages these technologies.[1]
