Overview[]

The success of the President's executive order promoting cyberthreat information sharing depends on legislation passing Congress. The report recommends that legislation should not be one-size-fits-all; have a minimal role for government; build on existing information sharing; streamline mechanisms to share information; add value for all parties participating; protect information shared from FOIA requests, litigation or regulatory enforcement; and protect organizations from civil and criminal liability for monitoring and sharing data on cyberthreats if done in good faith.
