Critical technologies are

those [technologies] that may pose major technological risk during development, particularly during the Engineering and Manufacturing Development (EMD) phase of acquisition.[1]

Overview

"Technology elements are considered critical if they are new, novel, and the system being developed or acquired depends on them to meet its performance requirements within defined cost and schedule parameters."[2]
