Critical program information is

[i]nformation concerning sensitive activities, whether classified or unclassified, that is vitally needed by adversaries or competitors for them to plan and act effectively.[1]
[i]nformation about the program, technologies, and/or systems that, if compromised, would degrade combat effectiveness or shorten the expected combat-effective life of the system.[2]
