The Critical Infrastructure Information Warning Network is

[a] network that provides a survivable, dependable method of communication allowing the Department of Homeland Security to communicate with other Federal agencies, State and local governments, the private sector, and international organizations in the event that primary communication methods are unavailable.[1]
