A covert action is

an activity or activities of the U.S. Government to influence political, economic, or military conditions abroad, where it is intended that the U.S. role will not be apparent or acknowledged publicly.[1]

Overview Edit

Covert action "does not include activities the primary purpose of which is to acquire intelligence, traditional counterintelligence activities, traditional diplomatic or military activities, or traditional law enforcement activities."[2]
