Counterintelligence aspects are

[t]hose elements of a non-intelligence investigation that are of counterintelligence interest, such as evidence of coercion, gathering of classified or sensitive information, solicitation of information, deliberate unauthorized disclosure of classified information, or indications of affiliation with FIS. CI aspects are often hard to readily distinguish, but tend toward intelligence collection/operations as opposed to criminal actions.[1]
