Overview[]

Preventing as well as investigating terrorist use of the Internet requires adequate legislation as well as effective technical solutions. The challenges presented differ in important ways from those identified in the fight against more traditional terrorist activity. As a result of the available network technology and the multitude of Internet-based services, these challenges range from preventing the availability of instructions on how to commit terrorist acts to monitoring the use of encryption technology in terrorist communications.
