Core Identity Attributes are

[a]ttributes that are specific to an individual and, when aggregated, uniquely identify a user within and across [U.S. Government] Agency systems. Core Identity Attributes are also the list of attributes that agencies must make available to one another to enable federation of identity records.[1]
