A Controlled Cryptographic Item (CCI) is

[a] secure telecommunications or information handling equipment ancillary device, or associated cryptographic component, which is unclassified but controlled. (Equipment and components so designated bear the designator "Controlled Cryptographic Item" or CCI.)[1]
[s]ecure telecommunications or information handling equipment, or associated cryptographic component or ancillary device which is unclassified when unkeyed (or when keyed with an unclassified key) but controlled.[2]
the designator which identifies secure telecommunications or information handling equipment, or an associated cryptographic component, which is unclassified but controlled within the CMCS.[3]
[s]ecure telecommunications or information system, or associated cryptographic component, unclassified and handled through the COMSEC Material Control System (CMCS), an equivalent material control system, or a combination of the two that provides accountability and visibility. Such items are marked 'Controlled Cryptographic Item', or, where space is limited, 'CCI'.[4]
