A contractual data requirement (CDR) is

[a] requirement, identified in a solicitation and imposed in a contract or order that addresses any aspect of data (i.e., that portion of contractual tasking requirement associated with the development, generation, preparation, modification, maintenance, storage, retrieval, and/or delivery of data).[1]
