A consensus standard is a standard developed through the cooperation of all parties who have an interest in participating in the development and/or use of the standard. Consensus requires that all views and objections be considered, and that an effort be made toward their resolution. Consensus implies more than the concept of a simple majority but not necessarily unanimity.
