Overview Edit

Confidence building measures can serve to lay the foundation for agreeing on acceptable norms of behavior for states as well as confidence and trust building measures to avoid miscalculation and escalation. The report is divided into four main sections:

(1) Transparency, Compliance, and Verification Measures;
(2) Cooperative Measures;
(3) Collaboration and Communication Mechanisms; and
(4) Stability and Restraint Measures.

A final section discusses next steps for diplomatic CBM processes.
