U.S. Air Force, Communications Instructions for Reporting Vital Intelligence Sightings (CIRVIS) (Air Force Regulation 55-88) (May 13, 1966) (full-text).
Overview[]
This regulation states U.S. Air Force responsibilities and training requirements for peacetime reporting of unidentifiable, suspicious, or hostile land, air, or seaborne traffic which — because of its nature, course, or actions — must be considered a threat to the security of the United States or Canada. Such reporting will serve to extend the early warning defense system for the U.S. and Canada.
