A communication center is

[a]n organization responsible for handling and controlling communications traffic, normally comprising a message center, a cryptographic center, and transmitting and receiving stations.

Note: Transmitting and receiving stations are not normally located in the communication center but the remote controls for these facilities are located there.[1]
