Commercial Mobile Radio Service (CMRS) is a regulatory classification for mobile telephone service that is provided for profit and makes interconnected service available to the public, usually in the form of mobile phone service. It was created by the FCC in response to the Omnibus Budget Reconciliation Act of 1993. Under these rules, cellular, SMR/ESMR, and PCS were brought under the same regulatory umbrella.
