The Command, Control, Communications, Computers and Intelligence Support Plan (C4ISP) is

[a]n Air Force and DoD required document that provides a mechanism to identify and resolve implementation issues related to an acquisition program's C4ISR infrastructure support and information technology system interface requirements. It identifies C4ISR needs, dependencies, and interfaces focusing attention on interoperability, supportability and sufficiency concerns.[1]
