A collocation site is

a building or telephone company central office, owned and operated by an incumbent local exchange carrier (ILEC) and also providing interconnection for competitive exchange service providers as set forth in the regulations established by the Federal Communications Commission (FCC) in accordance with the Telecommunications Act of 1996.[1]
