This report examines the issues of communications security from a variety of viewpoints: (i) it explains the technical considerations of communications security; (ii) it considers the dual-edged sword that cryptography presents to both law enforcement and national security; (iii) it presents the history of wiretap law in the United States; (iv) and it puts the current policy on cryptography in the context of decisions over the last 20 years.

It also discusses the anticipated impact of the Escrowed Encryption Standard (EES) on the computer and cryptography industries, on privacy, and on law enforcement and national security, and raises a number of questions that deserve consideration.
