Civil systems are

federal information systems other than national security systems (defined in 44 U.S.C. §3542) and mission-critical Department of Defense and Intelligence Community systems (i.e., compromise of those systems "would have a debilitating impact on the mission" of the agencies [see 44 U.S.C. §3543(c)]).[1]
