Although the Bill of Rights has been interpreted as a limitation only against the exercise of power by the federal government, the three amendments added after the Civil War — the 13th, 14th, and 15th amendments — (the so-called Civil War Amendments) limit the powers of State governments as well. These three amendments together are the great American charter of individual liberty against potential oppression by government.
