This publication provides IC professionals with guidance that facilitates a shared understanding of how the IC's rules and protections generally apply to their efforts to obtain and use information that is available to the general public, so that they can know when to seek legal and civil liberties/privacy advice, particularly when encountering new tools and sources of information.
