A CM Program Library is

a location that contains software code, system technical documentation and the official master copies of all configuration items, baselines or pointers to their location. CM program libraries may be established at the office, agency, site, or system program/project organizational level. Efficient operation of the library is enhanced if automated tools are available.[1]
