A Biometric Intelligence Resource (BIR) is

[a] system that has been established to provide members of the DoDIIS Intelligence Community and theater war fighters with access to a reliable, centralized, and permanent repository of potential terrorist biometric information and associated intelligence information. The BIR system ingests biometric signatures and contextual data collected from Department of Defense biometric processing systems and makes this information available to members of the worldwide Intelligence Community through a web-based interface for the purpose of positive identification of individuals and tracking related intelligence.[1]
