Baseline intelligence capabilities are

[o]perational capabilities of fielded Army intelligence and electronic warfare systems to detect intelligence targets, collect and process information, and produce and disseminate intelligence on a threat. These system capabilities should be grouped by discipline and assessed across all disciplines when evaluating detection, collection, and processing capabilities against a threat.[1]
