BCR (black/crypto/red) was a federally-funded project that achieved full end-to-end packet encryption, with full header bypass, in working prototype form in the mid to late 1970s. BCR was the first network security system to support TCP/IP traffic, and it incorporated the first DES chips that were validated by the U.S. National Bureau of Standards (now called NIST).
