Critical infrastructure[]

An authorized user is

[a]n individual (i.e., a Federal, State, or local government employee or contractor who has been trained in the appropriate use and dissemination of PCII and has homeland security duties. In addition, all non-Federal government employees must sign a Non-Disclosure Agreement (NDA) to access PCII. Before accessing PCII, an Authorized User must have a need-to-know that PCII.[1]

An authorized user is a person or entity to whom permission is granted to access or otherwise use digital resources.
