The Alerting and Coordination Network is

[a]n emergency voice communications network connecting telecommunications service providers' Emergency Operations Centers and Network Operations Centers (NOC) to support national security and emergency preparedness telecommunications network restoration coordination, transmission of telecommunications requirements and priorities, and incident reporting when the Public Switched Network is inoperable, stressed, or congested.[1]

"The ACN evolved out of the divestiture of AT&T and the Modified Final Judgment's requirement that there be an alerting mechanism for the Bell Operating Companies."[2]
