This report was prepared by the Commission on Federal Paperwork that was charged by Congress and the President with the task of making recommendations to eliminate needless paperwork while assuring that the federal government has the information necessary to meet the mandate of law and operate effectively. The findings and recommendations of the committee are summarized in the report.

The report advocates managing information as a resource — in the same way that personnel, property, and dollars are treated, so that information will be planned, budgeted, controlled, and evaluated adequately.
