This regulation implements Executive Order 12333, as amended by Executive Orders 13284 and 13355; policy between the Department of Justice and intelligence community members on crimes reporting; and Department of Defense Directive 5240.1, Department of Defense Publication 5240.1–R, and Department of Defense Instruction 5240.4. It establishes responsibility for intelligence activities concerning U.S. persons, includes guidance on the conduct of intrusive intelligence collection techniques, and provides reporting procedures for certain Federal crimes.
